Fabian holds a BSc in Economics from Universidad de los Andes, with minors in Political Science and International Studies, and is currently an Adjunct Lecturer in Introduction to Macroeconomics at the same university. He has experience in public health, development finance, and international policy, having worked at the Permanent Mission of Colombia to the OECD in Paris. At Instiglio, he works on results-based financing programmes for HIV prevention, diagnosis, and treatment for the Global Fund, supporting the design of performance frameworks and financial and technical tools for governments and nine civil society organisations focused on underserved and marginalised communities. Fabian completed a Postgraduate Diploma in Governance and Public Innovation with Universidad Externado de Colombia and CAF, and a specialization in Data Analytics for the Public Sector from the University of Michigan, where he focused on using demographic data and ethical data practices to inform public policy. He is passionate about effective, evidence-based public policy and about how health systems can use data, incentives, and collaboration with civil society to reduce inequalities.
