Avnish Gungadurdos

CEO and Co-Founder

Avnish Gungadurdoss is the CEO and Managing Partner of Instiglio, a Global South non-profit, where he leads work to place governments at the center of long-term development outcomes. He has spent over a decade working alongside governments across Africa and South America to institutionalize results-based financing and accountability within public systems, influencing more than $600 million in development spending.

Most recently, he launched the Government Empowerment Network (GEN) — a global initiative combining a reform incubator and AI-powered platform to equip civil servants with the knowledge, networks, and coaching they need to lead change from within their institutions. He is a Fellow of Practice at Oxford University's Government Outcomes Lab, a Non-Resident Fellow at the Center for Global Development, and was named one of Forbes' "30 Under 30" social entrepreneurs. Avnish holds a Master of Public Administration in International Development from Harvard Kennedy School, but his deepest insights have come from working directly with governments and public servants navigating the political realities of reform from within.

Siegrid Holler

Managing Director, Chief Impact Officer (CIO)

Siegrid Holler is a Partner at Instiglio and a member of its founding team. With over 18 years of professional experience in international development and the public sector, she has established herself as a leading expert in designing and implementing results-based financing (RBF) instruments. These include performance-based grants, performance-based transfers, performance-based loans, and impact bonds, which she has applied across diverse sectors such as workforce development, education, early childhood development, and governance.

Currently based in Port Louis, Mauritius, but previously spent over a decade in Latin America, Siegrid has led Instiglio’s strategy and portfolio in Latin America and Asia, advising government entities, donors, and investors on innovative RBF programs that deliver measurable impact. Through her leadership and expertise, Siegrid continues to shape the future of results-based financing, driving Instiglio’s mission to pioneer transformative solutions in international development.

Gareth O’Hagan

Managing Director, COO

Gareth is our Partner overseeing Instiglio’s work and presence across Africa, as well as our global people, finance and operations functions.  As a member of the Partner group, he actively contributes to Instiglio’s impact strategy and implementation, and he ensures that as Instiglio continues to grow we maintain high levels of organizational efficiency, quality, performance and effectiveness. Gareth joined Instiglio in 2023 after almost 25 years working in highly regarded business, strategy, technology and development consultancies in Europe, North America, Asia and Africa, mostly advising on public sector reforms and effectiveness, in several sectors including extractive industries, agriculture, energy, water, welfare, security, investment, public financial management and governance.

His most recent role prior to joining Instiglio was Regional Director for Africa at Adam Smith International. He has advised several international development institutions, including the DFID / FCDO, the World Bank, GIZ and EU, and has worked extensively in many countries across sub-Saharan Africa. This extensive experience enables Gareth to play a lead role in our work on organizational reform, transformation and effectiveness of Government institutions across Africa. Gareth has been based in Nairobi since 2016. He holds a BA (Economics) from Trinity College Dublin and a Master of Management Science from the Smurfit Graduate Business School (at University College Dublin).

Ana Cristina Avilés

Director

Ana is an economist from the Pontifical Catholic University of Ecuador, with a master's degree in development economics from the University of Queensland in Australia. She has extensive experience in the design and implementation of public policies, macroeconomic analysis, and strategic development, focused on the social and economic development of the country. She is noted for her analytical skills, problem-solving abilities, and communication skills, having held various positions in the public and private sectors.Her experience has been directly linked to the formulation of national strategies in employment, health, social security, and energy, from various public institutions in Ecuador, which has allowed her to actively participate in key decision-making and inter-institutional coordination spaces. The most notable in the public sphere was her role in the Vice Ministry of Economy, held between December 2023 and February 2025. Passionate about contributing to national economic development through innovative and sustainable initiatives. She also has experience in the field of international cooperation, having served as project coordinator for Strengthening Social Protection Systems, with an emphasis on unemployment and labor market integration strategies, at the United Nations International Labor Organization. In the context of this consultancy, her knowledge of the Ecuadorian institutional and regulatory environment represents a strategic asset for the design of results-based financing mechanisms aimed at preventing teenage pregnancy. She is currently Instiglio's representative in Ecuador, contributing contextual knowledge of the country and specific issues that complement the organization's international technical expertise.

Douglas Emeott

Director, Services

Douglas provides technical support and project management to Instiglio's projects. Formerly, Douglas was an Analyst at the World Bank, while other previous experiences include USAID contractor management in Washington D.C. and project management with Habitat for Humanity project management in Guatemala. Douglas holds a master's degree in international relations & international economics from Johns Hopkins University (SAIS) and is a graduate of the University of Michigan.

Hana Lakhdar-Ghazal

Director

Hana is currently an Associate Partner at Instiglio, based in Rabat, Morocco, focusing on Francophone Africa. Previously, she served as a Consultant for the United Nations and as an Advisor at the Ministry of National Education, Preschool, and Sports. Hana also held the position of Deputy director at the Morocco Employment Lab with J-PAL-MIT, EPOD, and PCNS. She was the director at Kea & Partners Africa in Casablanca and an Independent Consultant for the Millennium Challenge Account-Morocco. She worked as a Consultant for the World Bank and an Independent Consultant for the African Development Bank Group.

Her earlier roles include Manager at Valyans Consulting and Independent Consultant in Strategies and Public Policies. She has also served as Sustainable Development Officer at Masen, Project Development Officer at Société d'Aménagement Zenata (SAZ, Groupe CDG - Maroc), and as Strategic Projects Advisor at the Ministry of Culture, Youth, and Sports. Additionally, she was a Junior Government Consultant at Capgemini and Project Officer for West Africa Cooperation at the Département des Hauts-de-Seine.

Hana holds a Grande Ecole degree in International Project Management from ESCP Business School and a Research Master's in the History of the Arab-Muslim World from the University of Paris I: Panthéon-Sorbonne.

Hollie Lippert

Director

Hollie provides technical support to Instiglio's RBF and Performance Management projects in Africa. Prior to joining Instiglio, she worked for One Acre Fund in East Africa, contributing to the social enterprise's operations and financial analysis. Hollie also worked for Innovations for Poverty Action (IPA) in Ghana, supporting a large-scale randomized control trial, and for the real estate practice at PricewaterhouseCoopers. She holds a Master's in Public Administration (MPA) with an economic policy emphasis from the London School of Economics (LSE) and a bachelor's in economics and accounting from Marquette University.

Julia Loraque

Director, Communications and Partnerships

With over a decade at Instiglio — joining in its earliest years — Julia has helped shape the organization's growth from an emerging idea to a global actor in public institution reform. As Director, she leads two interrelated areas that drive Instiglio's mission. She leads Instiglio's thought leadership and advocacy efforts, strengthening its influence in the global movement to transform how public institutions deliver for people and planet. She also heads partnership development for the Government Empowerment Network (GEN) globally and for Instiglio's partners across North America. Alongside these responsibilities, she oversees how Instiglio's work is communicated externally.

Before becoming Director, Julia served as Instiglio's Chief of Staff for 6 years, supporting the executive team in designing and executing the organization's strategy while tackling mission-critical issues, including launching the Morocco office and navigating COVID-related challenges.

Previously, as a consultant, Julia specialized in research and analysis focused on the socioeconomic status, policies, and rights violations of ethnic minorities in Colombia, Peru, and Central America. She also advised local governments, foundations, and indigenous communities on implementing inclusive social development initiatives in Costa Rica, Panama, Ecuador, and Argentina. Julia holds a BA in Philosophy and International Relations from Boston University.

Sebastián Osorio

Director

Sebastián Osorio is an associate partner at Instiglio. He has over fifteen years of experience in research, analysis, and leadership, gained through his extensive work with various stakeholders in Colombia’s public and private sectors to align incentives, innovate in financing, and turn ideas into measurable change. At Instiglio, he leads the strategy in Latin America to encourage governments, donors, and philanthropists to use Pay-for-Results as a tool to ensure that every dollar invested in development achieves the greatest possible impact.

Angélica Palma

Director Bogotá Offices

Angélica has 15 years of experience in international development programs and innovative financing. At Instiglio, her work has focused on preparing, designing, and supporting the implementation of Results-Based Financing (RBF) schemes for health, employment, and environmental sustainability across Latin America and the Caribbean. Before joining Instiglio, Angélica focused on institutional strengthening, good governance, and evidence-based development, and held technical and management positions at the UK Prosperity Program in Colombia from the FCDO, the National Statistics Department (DANE), and the Ministry of Agriculture and Rural Development. She holds a master's degree in Public Management and Governance from the London School of Economics and Political Science (LSE) and a bachelor's degree in Economics from the University of the Andes.

Nicole Pflock

Director

Nicole is an Associate Partner at Instiglio, where she leads the Nairobi office and advisesgovernments, funders, and service providers on the use of outcomes-based fundingmechanisms to enhance the effectiveness of programs across various sectors, such ashealth, education, institutional strengthening, and poverty alleviation. For example, she ledthe design of a results-based financing scheme to improve the performance of the water andelectricity utilities and the regulator in Sierra Leone. Nicole also supported the design ofseveral performance-based intragovernmental transfer systems in Egypt, Sri Lanka, andPeru. Before joining Instiglio, Nicole worked with Innovations for Poverty Action in Colombia,supporting project development and focusing on a randomized control trial that rigorouslytests the impact of introducing flexible features in microfinance loans. Nicole also worked asa consultant at PricewaterhouseCoopers and Ernst & Young, where she focused on theexecution of structured evaluations of the risk management system and trading processes offinancial institutions.

Benjamin Stephens

Director

Ben leads Instiglio's Global team, Climate practice and key collaborations with strategic partners. Ben is an economist with over a decade of experience focused on furthering the impact of donors and governments in their climate and development spending. This includes leading and delivering major initiatives with partners including the World Bank, the Millennium Challenge Corporation, the UK's Department for Energy Security and Net Zero, Schmidt Futures and others. Ben was a Knox Fellow at the Harvard Kennedy School, where he completed an MPP, and a Perron Scholar at the University of Western Australia, where he gained combined degrees in Economics and Arts, with First Class Honours in the former.

Ezinne M. Anyanwu

Head of Partnerships, Africa

Ezinne is a result-based management (RBM) expert with over 12 years of experience in innovative financing, public sector reform, monitoring, evaluation, research and learning (MERL), digital development, and program management. Thematically, Ezinne works across the 17 Sustainable Development Goals (SDGs) to design, deliver, and evaluate integrated multi-sector solutions addressing development and public sector challenges in developing and least developed countries across Africa, Asia, the Near East, Latin America, and the Caribbean. Throughout their career, Ezinne has collaborated with organizations such as FCDO, USAID, IFAD, GIZ, the World Bank, PEPFAR, UNICEF, the MacArthur Foundation, and the WTO. They have led efforts involving multilateral donors, national governments, and the private sector to identify and implement scalable multi-sector solutions, assess impact, and achieve development objectives and public sector reforms across a range of SDGs, including food security, economic growth, trade facilitation, migration and displacement, digital development, health, and climate change.

Ezinne has also focused on building the capacity of government partners to deploy and utilize result measurement systems to enhance long-term service delivery capabilities and measure progress towards the SDGs. In addition, Ezinne has applied the DCED Standard for results measurement and OECD DAC evaluation criteria to iteratively design, evaluate, and improve the performance of development portfolios and multilateral Trust Funds.

Dalal Azzouzi

Senior Manager

Dalal is an international development consultant with over 8 years of experience managing complex, multi-stakeholder programs in Morocco and Africa, focusing on workforce development (including entrepreneurship), youth empowerment, health, and public sector reform. Specialist in results-based financing (RBF), monitoring and evaluation (M&E), impact measurement, and advising on the design and implementation of national strategies and policies. She has worked as an advisor to government entities like MIEPEEC, ANAPEC, INDH, MSPS, SCG, donors such as the World Bank, Global Fund, MCA-Morocco/MCC, SECO, and NGOs. Meaningful experience in social entrepreneurship, startup incubators, policy research, digital solution implementation, change management, workshop facilitation, and training delivery. Strong analytical and quantitative skills grounded in an engineering background, with expertise in data analysis, economic modeling, and both qualitative and quantitative research methods.

Juan Pablo Belalcázar

Finance Controller

Juan Pablo developed the controller roll for Instiglio, working with operation teams from all countries to consolidate and produce financial reports to understand Instiglio´s performance. Juan Pablo has a master’s degree in economics and more than 10 years in finance and accounting process, always leading and developing new financial reports and knowledge in budget process, and financial reports to the board of directors.

Nicole Cavino

Communications Manager

Nicole is a strategic communications and operations professional with more than 15 years of experience working across government, nonprofit organizations, and the private sector to drive global social impact. She has a diverse background in strategic planning, project management, and communications and engagement with deep expertise in policy, advocacy, and program design.

Prior to joining Instiglio, Nicole worked as an independent consultant, supporting a roster of clients including the US Agency for International Development, CARICOM, Results for America, the City of Baltimore, and others. She has also held positions with the Millennium Challenge Corporation and the Carnegie Corporation of New York. She holds a BA in Political Science from the George Washington University and a MA in International Relations from the University of San Diego.

Kipp Clarke

Senior Manager

Kipp is a team leader in the International Development sector with 10 years of experience winning and executing major development projects for funders focused on driving sustainable and inclusive economic growth. Kipp has a wealth of experience delivering transformative projects across Sub-Saharan Africa to support the most vulnerable in society. He built and led BCG's international Development Team across Africa where he shaped BCG's approach to Impact measurement on flagship donor projects, and he has extensive experience delivering impactful projects across sub-Saharan Africa including the £100m multi-donor Somalia Stability Fund.

Francisco Gracía

Manager and Nairobi Office Head

Francisco is an experienced project manager with a strong research and data analysis background. Prior to joining Instiglio, Francisco worked for Pegasys, a public sector consultancy in South Africa, the Food and Agriculture Organization of the United Nations, and Laterite, a data research and analytics firm operating across East Africa. He has developed and executed large-scale full-cycle consulting, research, and data collection projects in East Africa, Southern Africa, the Middle East, and the Caribbean. His expertise lies at the intersection of research and implementation, having worked on projects related to agriculture, livelihoods, and urban planning. Francisco holds a BSc in Economics from the Ludwig Maximilian University of Munich and a master’s degree in Specialized Economic Analysis from the Barcelona Graduate School of Economics. Additionally, he has completed an intensive data science course at Le Wagon in Lisbon.

Camila Londoño

Manager

Camila provides technical support to Instiglio’s global projects. She has supported the Millennium Challenge Corporation in the institutionalization of RBF and supports business development efforts. Before joining Instiglio, Camila worked as an advisor for the Public Ministry in Colombia, where she provided legal and policy support on transitional justice, security and development. Camila holds a BA in Law from Universidad de los Andes in Bogota, and an MS in Global Affairs from New York Univeristy, where she worked as a researcher.

Santiago Ospina

Senior Manager

Before joining Instiglio, Santiago worked at the National Planning Department of Colombia. He was the project leader of the book Visión Colombia 2050, a long-term proposal of development strategies for the country. Before that, he worked at the Presidency of Colombia, leading the design and implementation of 16 delivery units at the subnational level. Santiago is a professor in public procurement at the School of Government of Universidad de los Andes and holds a BA and a MA in Economics from the same University.

Lucía Pérez Villar

Manager

Lucia provides technical support to Instiglio’s RBF for global projects. Before joining Instiglio, Lucia worked at the Rwanda Development Board where she led strategy work on investment and private sector development. Prior to that, she was a policy analyst at the OECD Development Centre working on entrepreneurship and innovation policy. Lucia holds a PhD in Economics from Kiel University, with a focus on trade and development and a master's degree in international economics from Universidad Autónoma de Madrid.

Jorge A. Ramón

Senior Manager

Jorge is an International Development practitioner with over seven years of experience in the sector. As a Manager at Instiglio, Jorge provides direction in the design and implementation of Results-Based Financing mechanisms and Performance Management Systems, as well as support to the company’s business development and internal operation strategies. Before joining Instiglio, he worked with the World Bank, Pencils of Promise, and engaged in teaching activities at Columbia University as a graduate student. Previously, he also worked as a Junior Consultant on public budget and behavioral economics and served as Assistant for Economic Affairs to the Senate of Colombia. He holds a B.A. in Economics from Universidad de los Andes and a Master of Public Administration from Columbia University.

Mateo Rojas

Manager

Mateo is an experienced development practitioner with a particular interest in leveraging data and technology for social impact and innovation. Prior to joining Instiglio, Mateo worked with the international NGO Data-Pop Alliance as a Program and Research Manager under the ‘Just Digital Transformations’ and the ‘AI and Statistics for the SDGs’ programs. His expertise lies in leading complex multi-stakeholder projects, conducting impactful research, and developing innovative and sustainable solutions to address critical issues in the development sector. Mateo holds an MSc in Applied Economics from Universidad de los Andes in Bogotá, Colombia as well as a BA in Political Science from the same university.

Gerald Twijukye

Manager

Gerald has over 15 years of working experience in the development sector and public financial management (PFM) domain, with government agencies, development partners, and Civil Society Organizations (CSOs). He is a results-oriented and team-oriented expert with good practical skills in programme formulation, implementation, as well as monitoring and evaluation. Gerald has technical capabilities in key aspects of PFM, planning and budgeting, monitoring and evaluation, policy research on social-economic development, lobbying and advocacy, as well as gender analysis. He has engaged widely in supporting the design and implementation of PFM and social-development policies and reforms that enhance the credibility of public sector planning and governance to improve service delivery.

He has also widely engaged in capacity building and institutional development programmes for both the public and private sectors to improve their effectiveness through organization development and learning. Gerald has a Master of Science degree in Development Economics from Uganda Martyrs University and a Bachelor of Science degree in Quantitative Economics from Makerere University. He has also attended a series of professional and managerial trainings in: Public Financial Management; participatory planning, monitoring and evaluation; organizational assessment and institutional development; policy analysis, advocacy and lobbying; resource mobilization; poverty reduction and public expenditure; as well as gender and budget analysis, among others.

Mary Wanyeri

Global Senior Manager

Mary Wanyeri is a Strategic People & Culture Leader with over 15 years of global experience building high-performing, purpose-driven organizations. As Global People Manager at Instiglio, she brings a unique blend of international development and private sector experience spanning fintech, e-commerce, technology, healthcare, and education that enables her to design people systems that scale impact without losing culture. Before joining Instiglio, Mary held senior HR leadership roles across these diverse sectors, working with organizations operating across multiple jurisdictions in Africa and the USA. She has also provided strategic HR advisory services to fast-growing startups. Mary holds an MBA with a double major in Human Resource Management & Strategic Management, a Bachelor of Commerce in Business Management, and a Higher Diploma in HR Management. She is a Full Member of the Institute of Human Resource Management (IHRM) and is passionate about building equitable, inclusive, and high-impact cultures across diverse, globally distributed teams.

Rim Belkouadssi

Senior Associate

Rim Belkouadssi is an Associate at Instiglio, where they contribute to research, qualitative and quantitative data analysis for RBF projects, as well as business development initiatives in Morocco, Francophone Africa, and the MENA region. Prior to joining Instiglio, Rim gained practical experience as a Research Assistant, conducting qualitative research on Electoral Management Bodies (EMBs) in various African countries. They hold a bachelor's degree in economics and political science from the University of Florida.

Laura Díaz

Senior Associate

Laura Díaz is a Senior Associate at Instiglio with seven years of experience improving the effectiveness of public and social spending. She works to generate solutions that strengthen public management from multiple angles — results-based financing, knowledge generation, capacity building, and information systems for programme monitoring and decision-making.

Her work spans governments, multilateral organisations, and foundations across Latin America and beyond. Notable projects include the LOGRA Results Payment Fund, employment programmes for the national government of Colombia and the Bogotá Mayor's Office, maternal health initiatives in Barranquilla, and RBF programmes focused on climate resilience, inclusive employment, financial inclusion, and HIV prevention in the Dominican Republic, Belize, and Guatemala.

Laura is passionate about public management, strategic thinking, and the professional growth of the teams she works with. She brings a people-centred approach to understanding the communities her work serves. Previously, she served as an adjunct professor of Economic History at Universidad de los Andes and as a volunteer literacy teacher with Fundación Con Las Manos. She holds a degree in Economics with a minor in Literature and Creative Writing from Universidad de los Andes (Colombia).

Nicolás Hernández

Muños Senior Associate

Nicolás provides technical support to Instiglio’s Results-Based Financing and Performance Management projects. Before joining Instiglio, he worked as a graduate teaching assistant at Universidad de los Andes and as a quantitative researcher in a consulting firm. He also worked providing technical support in strategic and financial planning at a state entity. He has had experience in statistical analysis, impact evaluation, financial tracking and conducting quantitative and qualitative research. He is interested in government, sustainable development, peacemaking, and policy engagement and advocacy. He holds a BA in Economics and History from Universidad de los Andes. He is currently pursuing a master’s degree in political science at the same university.

Pablo Hernández

Senior Associate

Pablo provides technical support in the design and implementation of Instiglio's Results-Based Financing and Performance Management projects. He helps catalyze the momentum of RBF and its global expansion. During his time at Instiglio, he has supported the Millennium Challenge Corporation in the institutionalization of RBF, SIBs.CO in the design and implementation of the Colombian Outcomes Fund's first SIB and the Moroccan government in the scale-up of its RBF program. Before joining Instiglio, he spent five years as a junior consultant at Economica Consultores, working for clients across both the private and public sectors in Colombia, completing economic analysis for infrastructure and energy projects. Pablo holds bachelor’s degrees in economics and philosophy from the Universidad de los Andes.

Brian Lang’at

Senior Associate

Brian is a management consulting and transaction advisory specialist with 7+ years of experience supporting high-growth businesses and global multilateral organizations across Sub-Saharan Africa. He has worked across sectors including agriculture, financial services, energy access, workforce development, manufacturing, and humanitarian response—advising both buy-side and sell-side institutions on investment readiness, fund structuring, and market assessments, translating complex insights into clear, actionable strategies that unlock capital and drive measurable impact. His work spans engagements with development finance institutions, donors, and private sector actors, with a consistent focus on enabling scalable, results-oriented solutions. Brian previously worked at Open Capital Advisors and holds a Bachelor of Business Science in Financial Economics from Strathmore University. He is based in Nairobi, Kenya.

Yamina Mohattane

Senior Associate

Yamina is a Senior Associate at Instiglio, supporting stakeholders through research, quantitative analysis, and advisory work to enhance the effectiveness of public programs and spending. She contributes to research, knowledge products, and translates complex analytical and economic concepts into actionable insights. Prior to joining Instiglio, she worked as a Senior Research Executive at Kantar Worldpanel, where she conducted quantitative analyses, designed tailored research methodologies, and delivered strategic recommendations to multinational and local clients. She previously served as a Project Manager in the Finance and Operations division at the Morocco Innovation and Evaluation Lab, overseeing budgeting, performance monitoring, and coordination of evidence-based employment projects.

Earlier in her career, she worked in New York as a functional consultant at Capgemini and Broadridge Financial Solutions, supporting large-scale banking transformation initiatives with complex systems, data integration, and multi-stakeholder coordination. Yamina holds a bachelor’s degree in mathematics from Bryn Mawr College (PA, USA) and is pursuing an MBA at Africa Business School (UM6P, Morocco). Outside of work, she enjoys sailing and playing tennis.

Amy Wairimu

Amy is an Operations and Finance Senior Associate based in Nairobi, where she plays a key role in strengthening Instiglio’s operations across Kenya, Uganda, and Mauritius. Paola is currently a Project Associate at Instiglio. She holds a Bachelor's degree in Political Science with a focus on Public Management from Pontificia Universidad Javeriana. Paola has experience in designing social impact programs in Latin America, including the development of results-based mechanisms for programs in sectors such as employment and public health. She has also contributed to the design and implementation of the Government Empowerment Network (GEN), as well as to the incubation of solutions to public challenges using innovation methodologies. Olivia Díaz Banon

Before joining Instiglio, Olivia worked with the United Nations Development Programme in Istanbul, supporting climate adaptation finance initiatives. She later served as a Consultant at EY in Madrid, advising organizations on sustainability strategy, reporting, and ESG performance. Most recently, she was a Blue Book Trainee at the European External Action Service, contributing to development programming and financing instruments. Olivia holds a dual B.A. in Political Science and Economics from Sciences Po Paris and Columbia University.

Before joining Instiglio, Juan Diego worked as a research associate at Universidad del Rosario, contributing to applied research and consulting projects on labor markets, migration, gender, financial inclusion, and public policy. He holds a master's in economics of public policies and a bachelor's in economics from Universidad del Rosario.

Laura Mejía

Laura holds a degree in Government and Public Affairs from Universidad de los Andes, with a minor in Economics. Over the past three years at Instiglio, she has worked on multidisciplinary projects focused on results-based financing and performance management across global health, workforce development, climate, and public sector performance, partnering with multilateral organizations and governments.

Her experience includes initiatives with the Global Fund and the Inter-American Development Bank, as well as direct collaboration with governments across Latin America and the Caribbean. She contributed to the Global Fund’s Cross-Cutting project, including the development of a results-based financing guide for HIV in Latin America and the Caribbean, and supported the implementation of Bogotá’s results-based payment committee to strengthen public sector performance, led by the Secretariat of Economic Development. Most recently, she supported the design of two pilot programs on youth workforce development to improve employability outcomes, in partnership with the Ministries of Labor in Peru and Costa Rica, as well as with Procomer.

Hanna Chaskel

Hanna is a Project Analyst at Instiglio, where she supports the design and implementation of results-based financing (RBF) initiatives across social sectors. She has contributed to multiple projects in Colombia, including with the District of Bogotá, with a particular focus on early childhood development (ECD), supporting the design of the country’s first RBF mechanisms in this field.

She holds a degree in Psychology and has previous experience working at the intersection of psychosocial support, peacebuilding, and post-conflict contexts in Colombia. Her undergraduate thesis, based on fieldwork with communities affected by violence in Montes de María and published by Colombia’s Ministry of Science, reflects her commitment to grounding policy and program design in local realities and community perspectives.

Hanna is deeply interested in peacebuilding and institutional strengthening and is motivated by opportunities to work across sectors to design evidence-based solutions that improve lives at scale.

Luisa Fernanda Díaz

Luisa is an internationalist with a strong background in conflict analysis, project management, and human rights, with an emphasis on development, cooperation, and the Asia-Pacific region. Passionate about research and data collection, she has experience in information analysis and systematization, particularly in the judicial and human rights fields. During her work at the Special Jurisdiction for Peace (JEP), she contributed to clarifying facts related to the Colombian armed conflict by managing databases, reviewing judicial files, and assisting in Restorative Justice hearings.

She is eager to apply and continue developing her skills in project management within NGOs, international organizations, and the public or private sectors. Her focus is on understanding the limitations affecting project implementation, including financial control, monitoring, and negotiation with key stakeholders, using the analytical and organizational skills she has acquired, with the goal of contributing effectively to initiatives with a positive impact.

Mateo de Guilhem de Lataillade is an Analyst at Instiglio's Rabat office, where he works on workforce development with the Prime Minister’s Office. His work focuses on providing technical and operational support to the steering of the National Employment Roadmap 2025-2030.

Valeria Ramírez Contreras

Communications Analyst

Valeria holds two bachelor’s degrees in international relations with a focus on Integration and Development and Social Communication with a focus on Journalism from the Xaverian Pontifical University. She has worked as a journalist for RTVC, the Colombian public media system, hosting the "Más Allá de las Fake News" opinion TV show, analyzing press performance and manipulation of information on the coverage of national and international political, economic, and cultural events, and as a public relations executive across various industries. She also has experience with political analysis and audiovisual production for different platforms.

In 2022, she volunteered at the Observation of International Conflicts Program of the Institute for Security and Peace Studies, visiting the Sahrawi Refugee Camp in Tindouf, Algeria. She analyzed the historical context of the Western Sahara conflict and the current situation of the Sahrawi Arab Democratic Republic, interviewing political and military authorities of the Polisario Front along with cultural, social, and political leaders of the community. Valeria is passionate about international cooperation and strategic communication applied to approach global challenges especially those regarding climate change. David is a Managing Director at Deloitte Consulting LLP, based in New York City, where he advises banking clients undertaking business transformation programs in matters related to strategy, operations, and technology Since 1994, during his tenure as a consultant, David has worked with some of the most widely recognized financial organizations in the United States and Latin America. Prior to entering the consulting profession, David was a Vice President at NationsBank (now known as Bank of America) in Miami, Florida, where he worked as an executive in several business areas.

David has often been a speaker and panelist at industry events in both Latin America and the United States, presenting and discussing industry trends. He has been a board member for nonprofit organizations in the communities where he has lived; including JA Mexico (Junior Achievement), where he often led Deloitte volunteers in teaching programs at schools in low-income communities within Mexico City. He holds a Bachelor of Arts in Economics from Centre College in Danville, Kentucky, and an MBA in Finance from Tulane University, New Orleans, Louisiana.

Safaa Allali

Kenroy Dowers

Kenroy Dowers is the Group Managing Director for Strategy and Investments at Atlas Mara and has over 20 years of experience investing in financial institutions in emerging markets. In addition to his responsibilities for finance and accounting at the firm, he also oversees all strategic investments, fund raising, M&A and strategic partnerships for Atlas Mara Group and its subsidiary banks. He also serves as the Chair of the Finance and General-Purpose Committee for Union Bank of Nigeria, where Atlas Mara is the largest shareholder.

Prior to joining Atlas Mara, Kenroy was the Global Head for FIG for the IFC. In this capacity, he managed a portfolio of investments in financial institutions of over USD10 billion and led investments in IFC's emerging markets portfolio in banking, capital markets, insurance, and special situations. He has led and completed transactions in LATAM, EMEA, sub–Saharan Africa, and Asia. At the IFC he spearheaded the growth of IFC's business lines in housing finance, distressed assets and insurance. He also served on several boards of IFC’s investee companies and was IFC's global client lead for major relationships such as Swiss Re, Munich Re, AXA, Citibank, Deutsche Bank, JP Morgan and Credit Suisse. With a distinguished career at the World Bank, he served in key positions such as Vice President’s Senior Adviser and Director of Portfolio for Africa, where he played a pivotal role in shaping the bank’s strategy for the continent and managing a diverse portfolio of over $75 billion across various sectors.

Noteworthy accomplishments include doubling Kenya’s power supply from climate-friendly sources, attracting international investments in infrastructure projects in Senegal and Ghana, and spearheading initiatives to address malnutrition and enhance education and health standards in Africa.

Thomas’ extensive expertise also extends to urban regeneration and regional economic development, as evidenced by his leadership roles in the UK. His recent role as Chair of the Liverpool City Region Freeport showcases his commitment to driving economic growth and job creation. He holds a first-class BSc in Economics, an MA in Economics from the University of Warwick, and executive management qualifications from Harvard University.

Cassandre Pignon

Cassandre is Head of Programmes at Cartier Philanthropy, maintaining a grant-making approach that's evidence-based and aligned with cost-effectiveness principles. Before that, Cassandre built IDinsight’s expansion in West and North Africa as Regional Executive Director, and its Africa Operations as Africa COO, based in Dakar. Cassandre also worked with the United Nations in the Middle East, with the Tony Blair Institute for Global Change in Malawi and Ethiopia, and with McKinsey across North Africa. Cassandre holds an MPA from Harvard Kennedy School of Government and a Master of Engineering from the École Nationale des Ponts et Chaussées in Paris. She currently serves in France’s Independent Commission for the Evaluation of Overseas Development Assistance and is a member of IDinsight’s Advisory Board.

María Margarita Zuleta

María Margarita “Paca” Zuleta is a Colombian lawyer with 32 years of experience in project development, 20 years in the private sector, 8 years in the Colombian government and almost 4 years in the Academia and as independent consultant. Zuleta acted as deputy Minister of Justice and was the head of the Presidential Anti-Corruption Program of Colombia. She wrote together with civil society organizations, the government and private sector an anti-corruption action plan, which was edited and published in 2005 which included the creation of a procurement agency. In 2012, Zuleta was named the first head of Colombia Compra Eficiente, the public procurement agency created in 2011.

In the Colombian public procurement agency, Zuleta led the transformation of the public purchasing system, designed and implemented several framework agreements, an e-procurement strategy, a training program for public buyers, and the open data strategy for information on the Colombian public procurement system taking advantage her private and public experience in procurement. In 2017, Zuleta joined the School of Government of the Universidad de los Andes in Bogotá and in 2019 she became its dean where she does research on governance, public procurement and corruption issues in addition of teaching politics and policy and policy implementation. Zuleta consultancy work is mainly with multilateral development agencies and includes evaluation of public procurement systems, training, development of action plans to intervene procurement systems from legal and policy framework to operations and training.
